Energy efficiency
Seminar held

Serbian Association of Employers (SAE), in cooperation with BUSINESSEUROPE, held a two-day educational seminar on energy efficiency.

Seminar was being held as a part of regional project Business Organizations as Single Market Players III (BOSMIP III), in which SAE was involved as a partner organization.

The lecturers for the seminar were the representatives of BUSINESSEUROPE, Agency for the energy efficiency of the Republic of Serbia, Graz University of Technology, Bulgarian Industrial Association, Federation of Austrian Industries and Serbian Association of Employers.

The seminar was attended by 51 representatives of Serbian companies and business organizations.

Changes of the Law on Building and Spatial Planning
and development of society based on strengthening economy

Leaders of LDP visited SAE

Leaders of Liberal-Democratic Party, Mr. Cedomir Jovanovic – President and Mr. Zoran Ostojic – MP and member of Principal Board, visited SAE and discussed with Mr. Atanackovic, President and other high SAE officials about current economic problems and options for raise of economic activities and development of society in whole.

SAE leaders supported LDP initiative within the campaign "better law, new building" for changes of the Law on Building and Spatial Planning aimed at making the Law more simple and easy for practical implementation by investors. This would increase activities in construction sector, as one of leading sectors in Serbia. Talks, among other, also included too high level of communal taxes and their latest increase. LDP approved SAE`s request for their reduction to the level of the last year, and underlined appointment of the new City Secretary for Economy on June 15, 2010 and hope that there will be more understanding for real condition of city economy and its needs.The two sides also agreed on future activities and initiatives for changes of problematic laws and bylaws that hinder economic development of Serbia.

International Organization of Employers (IOE)
GENERAL COUNCIL

General Council (GC) of International Organization of Employers (IOE) was held on June 1, 2010 in Geneva, the day before Opening Sitting of International Labor Conference.

This biggest international organization of employers, where SAE is a full member, elected the new President. The term of office of the current President, representative of South Africa (Mr. Wiseman Nkuhlu), expired at this year's session of GC. In the presence of members – national employers` organizations from 141 countries, as the new President was elected Mr. Dato` Azman, President of Malaysian Employers` Federation. The principle of rotation among regions was respected, so it fell to Asia to nominate the candidate. However, his two-year mandate will start on the date of the 2011 GC. In the meantime, the term of office of Mr. Nkuhlu is extended for additional one-year period.

Banat Employers` Association ZREPOK
member of Serbian Association of Employers

Zrenjanin business group (ZREPOK) signed today in Zrenjanin Agreement on joining SAE and two organizations announced Banat Employers' Association to be formed soon.

The future Association of employers from Banat will promote and protect interests of Banat entrepreneurs and try to further enhance economic development of the biggest Vojvodina region. At the moment ZREPOK comprises SMEs that in total employ over 2.200 workers in Zrenjanin and middle Banat.

Improving Occupational Safety and Health Awarness
of Employers and Employees in CEE

FINAL CONFERENCE HELD

As a part of regional project “IOSHA – Improving Occupational Health and Safety of Employers and Employees in CEE”, Final conference under the title “For healthier employees and safer workplaces” was held in Budapest on May 14, 2010.

The conference was attended by the representatives of employers associations from Hungaria, Austria, Croatia, Slovakia, Slovenia and Serbia.


During the conference, the situation concerning the OSH in the countries European Union was presented to the attendees, a case study of Austria was given, the comparative analyses of the situation of the countries participating in the project, and finally conclusions and recommendations were drawn for further action in the improvement of OSHA in the countries participating in the project.


The project aimed to contribute to the creation of safer, healthier and more productive workplaces in the target countries.

Employment of people with disabilities
SEMINAR HELD BY SAE

Serbian Association of Employers organized one-day seminar concerning the new regulations and responsibilities of the organizations brought by the new Law concerning rehabilitation and employment of people with disabilities.

The seminar was attended by 19 representatives of large companies who are each affected by this Law.

Due to great interest, the seminary will be held at a later date.

SAE’s requests to Social Economic Council
MAKE MUNICIPAL COMMUNAL TAXES
PREDICTABLE AND REASONABLE

Social Economic Council of the Republic of Serbia is holding a meeting today, May 17 2010 Serbian Association of Employers (SAE) has sent a request for urgent change in policy concerning detemining the level of communal taxes.

SAE has requested that communal taxes which are collected on a municipal level can only be changed on a yearly level, accounting for the economic growth rate and yearly inflation. SAE believes that this principle will allow more precise business planning and will prevent municipalities from unilateraly placing great economic strain on the local economies through heavy taxation.


SAE has also insisted that Social Economic Council sends a recommendation that all local municipalities bring back the communal taxes down to the 2009. levels. The recommendation is to be sent to the City of Belgrade, Secretariat for Finance of the City of Belgrade, Secretariat for Economy of the City of Belgrade, and the Mayor of the City of Belgrade.


These two requests have been supported by the two representative trade unions, Nezavisnost and Savez Samostalnih Sindikata Srbije

PETITION FOR LOWERING TAX

FOR POSTING FIRM


Serbian Association of Employers invites all companies and entrepreneurs registered on the territory of the City of Belgrade to join the petition for lowering tax for posting firm to the level of last year.

 

In spite of most difficult economic situation since 2001, Belgrade tax authorities issued decisions with significantly higher amounts of this tax. Range of increase is between 47 to even 312 percent compared to last year's amount! At the same time the general fall in turnover reached 20,95% during the first quarter of 2010.

 

Demand for lowering the tax to last year's level is sent to Mr. Dragan Djilas, Mayor. Texts of the letter and petition form are available on our Serbian pages.

FIRM POSTING TAX


Local governments of seven Belgrade municipalities have raised the communal Firm Posting Tax in average for 114%, compared to the previous year.

This raise is imposed in spite of the large drop in retail trade, which is reduced by 20.9% in the first quarter of the year. When compared to the first quarter of 2008, the year before the economic crisis, this is a clear display of the overall drop of population’s purchasing power.


The Serbian Association of Employers will urge the city authorities and local municipalities to bring back the firm posting tax back to previous year’s levels.

ECOLOGY TAX

Government just introduced new tax called Ecology Tax which poses yet another burden for the companies already under grate financial pressure posed by low consumers demand, advance payment of VAT and over all illiquidity.

This tax goes from 10-150 RSD per kilogram of the product. Price is determent for every product individually i.e. light bulbs 10 RSD per kg, stoves 50 RSD per kg etc. Main problem is that companies are obligated to pay this tax in advance, like they pay VAT. Together with companies that produce or import technical goods Serbian Association of Employers is trying to influence government to lower the tax as well as change time of payment to after the goods is been solved to the final buyer.

COPYRIGHTS FEE

We are in the process of creating team for negotiation with SOKOJ-Sebian music author’s organization and OFPS-Organization of Phonogram Producers of Serbia bout organizations for collective protection of music copyright and related rights.

Serbian Association of Employers is representing interest of companies in sector of Catering and Tourism and other employers that have obligation of paying copyrights fee to the above mentioned organizations. Purpose of this negotiation will be to reach an agreement on what are the criteria for determining amount of money companies needs to pay. At the moment copyright fee is determent provisionally by the SOKOJ and OFPS.

REGULATORY GUILLOTINE

Serbian Association of Employers is appalling to the Ministry of Economy and Regional Development and the government over all to speed up process of Regulatory Guillotine in order to help Serbian economy to cut cost in yet another hard year for the business.

Since it started in September 2008, trough process of Regulatory Guillotine only minor number of excess and obsolete laws and bylaws were abolished.

MINIMUM WAGE

As a member of Social - Economic Council of Serbia, Serbian Association of Employers has taken the position that minimum wage for the year 2010 should not be increased.

In out talks with social partners, Trade Unions and Ministries also SEC members, we have argued that employers in Serbia are still very much effected by the world economic crises and there fore will be forced to lay off people because they won’t be able to pay their wages. In the last year nearly 140 000 people lost their jobs in Serbia.

Less administration, more investors


In period July-October 2008 Serbian Association of Employers was putting pressure through and by more than 120 newspaper articles, news in informative medias, apperances in TV and addressing all relevant institutions, towards elimination of obsolete and inadequate regulations, which slow down and aggravate business doing and development of Serbian economy. In reply to this pressure Minister of Economy and Regional Development announced “regulatory guillotine” and promissed that within 15 months more than one third of regulations from the sector of economy will be abolished. This should improve business environment and enhance attraction of foreign investment.

Formed expert team of employers
for reform of Serbian health care system


Serbian Association of Employers – Sector for Medicine and Health gathered the owners of the private clinics and pharmacies from all over Serbia in order to form Expert team of private employers in medicine sector. Through its activities in public media this team initiated the campaign for reform of health care system and its adjustment to EU standards. This reform implies unification of private and state health care sectors into single health care system, introduction of national health accounts, controll over the money held by the Fund for Obligatory Health Insurance and introduction of electronic health history system. All these would make spending health insurance money more transparent and possibly bring foreign investors in health sector, but above all it would bring private employers from this sector into better position on the open market.

Without Ministry for Enterprising
Public protest of Serbian Association
of Employers
 
The Ministry of Enterprising is not included in new Serbian government. On the last Assembly, two months ago, Serbian Association of Employers requested that Ministry for Enterprising become the important part of next Serbian government. The main idea of this proposal was that new Ministry for Enterprising become a catalyst of modern Serbian enterprising. Under his roof Employers from all parts of Serbia, in cooperation with government staff, would resolve enterprising problems. But the Serbian political parties gathered in new government coalition refused the proposal of founding of Ministry for Enterprising. Our country needs a strong developing economy, dissolving from bureaucratic past and fast import of modern enterprising knowledge. We have 24 ministry in new government, but no one for enterprising. This is a finger in the eye of Serbian employers and wide public.
 
Ministry for Enterprising is established in many countries of EU. It’s good model of national care for business developing and stimulating business climate. Croatia and Bosnia and Herzegovina Federation have similar ministries. Ministry for enterprising have excellent results in each of these countries. The final result is increasing economy of these two countries.
 
Serbian public yet is not aware of significance of enterprising developing. Over the last seven years more than 14000 small and medium enterprises was founded in Serbia. If business conditions, by chance, be better in near future the expected output will be decreasing unemployment and growth of the Serbian enterprising sector in the region.
